The Winstanley Community Plan was adopted by the city of East St. Louis on January 14th, 2021.

At the Community Planning Kickoff Meeting, neighborhood residents were asked to participate in a video where they would have the opportunity to put into words their thoughts on how the future of the Winstanley Neighborhood should look.
This planning effort focuses on the Winstanley neighborhood of East St. Louis
This area is bounded by 10th St. to the west, State St. to the north, the railroad tracks near 20th St. to the east and E Broadway to the south.
The neighborhood is home to close to 4,000 residents. It is very close to downtown East St. Louis and borders the East St. Louis Choice Neighborhood, in addition to being in an opportunity zone.
Almost all developed land parcels in the neighborhood are either single or multi-family residential, with some commercial along major roads throughout the planning area.
