The Winstanley Community Plan is a planning process currently in the works for East St. Louis’ Winstanley Neighborhood.

Through this process, being lead by Mt. Sinai Development Corporation, residents will engage with planning professionals on different ways to think about their neighborhood, their city, and how they interact with the built environment.

The end goal will be to set fourth policy to guide the future of Winstanley as it continues to be a place where people live, work, play and learn.

Our vision is an historically rich and vibrant community that is revitalized, safe, thriving and family-focused which will establish the cornerstone of our resurrection.

A Vision for the Community

At the Community Planning Kickoff Meeting, neighborhood residents were asked to participate in a video where they would have the opportunity to put into words their thoughts on how the future of the Winstanley Neighborhood should look.

This planning effort focuses on the Winstanley neighborhood of East St. Louis

This area is bounded by 10th St. to the west, State St. to the north, the railroad tracks near 20th St. to the east and E Broadway to the south.

The neighborhood is home to close to 4,000 residents. It is very close to downtown East St. Louis and borders the East St. Louis Choice Neighborhood, in addition to being in an opportunity zone.

Almost all developed land parcels in the neighborhood are either single or multi-family residential, with some commercial along major roads throughout the planning area.
