height: 0px !important;\"><\/pwa-container-wrapper><pwa-container-wrapper style=\"display: flex !important; height: 0px !important;\"><\/pwa-container-wrapper><h3>This planning effort focuses on the Winstanley neighborhood of East St. Louis<\/h3>\n<p>This area is bounded by 10th St. to the west, State St. to the north, the railroad tracks near 20th St. to the east and E Broadway to the south.<\/p>\n<p>The neighborhood is home to close to 4,000 residents.
